“As a result of employing systemic approaches, by 2020 it is expected that the repair and reconstruction of damaged water drainage and heating networks and facilities will be completed,” said Mr. Serik Nokin, Chairman of the Kazakhstan’s Agency for Construction, in September 2010.
According to him, today, a large part of the municipal infrastructure networks and facilities in Kazakhstan requires repair or replacement. “Thus, in the sphere of wastewater drainage, the proportion of networks and facilities requiring repair is up to 66%, in heating – 63%, in power supply – 73%, and in gas distribution – 54%. An analysis of the drainage sphere by form of ownership demonstrates that most private facilities are concentrated in the Aktobe, Karaganda, South Kazakhstan, North Kazakhstan, and Pavlodar Regions,” he said.
He also commented that “the Administrations have been allocated about KZT 43 billion of budget funds for the development of drainage in 2004-2010.” “Thanks to that, the accessibility of drainage services for the public has risen by 4%, and the number of accidents has been cut by half”, said S. Nokin. “In the sphere of heating, most private facilities are concentrated in the Aktobe, Atyrau, West Kazakhstan, Karaganda, Pavlodar, North Kazakhstan, and South Kazakhstan Regions, and in the cities of Astana and Almaty. For the development of heating in 2004-2010, the Administrations have been allocated over KZT 19 billion of budget funds. As the result of the employment of those funds, the overall accessibility of heating services for the public across the country has increased by 2%; however, we haven’t manage to reduce heat losses. These increased by 3%,” said the head of the agency.
“The repair and reconstruction of municipal networks and facilities will be financed by the businesses and budget funds. And the repair and reconstruction of privately owned networks and facilities will be financed entirely by businesses,” said Mr. Nokin.
